Who Is Eligible for Services
Monroe Community Mental Health Authority (MCMHA) serves individuals with Medicaid Insurance, or individuals who are enrolled in
the MICHILD program, or individuals who have no insurance and cannot pay for services.
MCMHA refers most individuals who have other insurance to agencies that are
connected to that insurance group. Under special situations, we may serve some individuals
who have insurance.
Michigan has a managed care delivery system for mental health and substance abuse
services. The State of Michigan Department of Community Health (MDCH) sets rules and
regulations that we must follow. This includes the types of services that are provided and the
criteria used to determine if someone qualifies to receive services.
Medicaid recipients are guaranteed to get services that are medically necessary. For people
who have no insurance or MICHILD, there is no guarantee that they will get services if there
is no money to provide those services. MCMHA must provide services to as many people
as possible within its funds.
We must provide services to as many people as possible within the financial resources that
are available. You would not be put on a waiting list if you have Medicaid. You may be put on
a waiting list if you do not have Medicaid or you are enrolled in the MICHILD program, and
MCMHA does not have enough money for services.
Mental Health Services
Each Community Mental Health Authority is responsible for providing mental health services to people who:

disability.

Each Community Mental Health Authority, through their Substance Abuse Coordinating Agencies, is responsible for
